Nintendo 3DS consoles cannot load.3ds ROM files, however they can be converted to.cia format which can be installed on hacked 3DS consoles with FBI. Jun 04, 2011 Getting a.cia from a decrypted.3ds on just the PC seems like it is a bit more difficult. I eventually found a python script tool that can do this conversion. The tools for the 3ds seem a bit disorganized; there doesn't seem to be a singular tool that does everything and one has to search around for them.
Due to the breakthroughs in 3ds rom decrypting, it is now possible to extract resources of 3ds games, using the tutorial here:

When you get the resource files, slide them over into a hex editor to see if they contain the leters 'cgfx' to find if they are rippable or not.
I was able to extract models and textures from RF4 as a result
