To run on Mac OS 9.0.4 on QEMU, you need Mac OS ROM v5.2.1 (which can be found from PM G4 Cube CD-ROM).

Mac OS 9.1 and later could not boot successfully on SheepShaver because it lacks a memory management unit (MMU). However, there are some ways to get 9.1 working on SheepShaver by hacking the System file or replacing the System file from Mac OS 9.0.4 and changing version number to 9.1 using ResEdit, but this may result in system instability.
If you are running a PowerBook 3400c, use the update without updating hard disk drivers.
For PowerBook 1400s, Password Security is not supported.
For 20th Anniversary Mac, disable Virtual Memory.
For Power Macintosh 6100/7100/8100, you need to install from the CD version, updating from 9.0.x is not supported.
Also, a Power Mac 61/71/8100/9150 with a third-party accelerator card will not install Mac OS 9.1.
